At the meeting on May 22 when order 64-07 was introduced only six Councilors were present who voted 4 Yeas – 2 Nays. Revote on order 64-07 is necessary to meet the requirements under Section 406 the Charter which requires an affirmative vote of five Councilors to override the recommendation of Budget Committee.
