SPECIAL TOWN COUNCIL MEETING
STANDISH, MAINE
WEDNESDAY, APRIL 21, 2004 - MUNICIPAL CENTER 7:00 PM

CALL TO ORDER
Pledge of Allegiance

ROLL CALL
Councilors present: Christy, Hopkins, Lymburner, Pomerleau, and Simpson.  Councilors Nesbitt and Spencer were excused.

Chair Simpson said that reason that they are here tonight is to handle three items and to pass the budget on to the Budget Committee.   He explained that they had finished with the budget last night.  There were a couple of changes that are in the budget tonight.  He said that he would like to preface the meeting and with these remarks that he thought that the manager did a wonderful job of bringing us in a very austere budget.   He said that the Council in its deliberations has done an exceptional in handling the budget to date.    

NEW BUSINESS   
62-04 Forward Fiscal Year 2005 Municipal Budget to the Budget Committee [Simpson]

Chair Simpson said to capsulate budget as Chairman of the Finance Committee.  He said that people in the town should be very proud of what we have done with this budget.  He said that it represents a one cent increase in the budget in as far as the municipal mil rate goes.   He explained that this is 4/10 of a percent.  He said that the budget $5,112,497 for the gross municipal which is a change of only $18,280.  He said that this represents a mil rate of $3.39, that’s what we can control.  What we don’t have the control of but the public certainly does is the school budget which shows an increase of $805,012 or a mil rate of $17.34 or a $1.37 increase in the mil rate.  He explained that the county budget is up by $54,514 for a mil rate of $1.16 which represents a 12.3 percent increase.  He said that will being the total mil rate to $22.05 or up $1.47 from last year.  He said that when we look at the other towns around us as to what they have come it at we have a very good budget that we can present to the Budget Committee and also to the people of the Town.  He said that with that he will throw it open to the public.

There was no public input.

Councilor Hopkins said that what is important to note is that on the County and SAD #6 budgets, while we have no input on the County budget or opportunity to vote on it we do have the opportunity to attend the public hearings for SAD #6 and provide them with our feedback.  She said to note that is a 12.q percent increase that they have proposed this year.  She said that they hold a public hearing here and that will be on May 11 beginning at 6:30 pm.   She said that she wanted to echo Mr. Simpson’s comments about the Town Manager and the Department Heads coming in with a great start for them to work with this year.  

Councilor Lymburner said that she wanted to emphasize that when folks see their property tax bill and the increase of a $1.47 per thousand, one penny of that is because of the municipal budget.  She said that a $ 1.37 of that is because of the school district and only one penny is because of the municipal budget.

63-04 Call for Referendum Question to be Placed on the Ballot at the June 8, 2004 Annual Municipal Election [Simpson]

Chair Simpson said that this is the recommendation of the Capital Improvements Committee and the Council.  He said for those of you who may not have seen the meeting last night, the total cost is $360,000 the way that it is paid for is in the next order.

64-04Approve Warrant for June 8, 2004 Annual Municipal Election and Referendum Elections [Simpson]

Chair Simpson said that he would point out that we do have to vote to buy the truck for $360,000.  He explained that $185,000 will be floated by a bond if approved by the voters.  He opened the floor for public comment.

There was no public or Council comments.
