MINUTES
SPECIAL TOWN COUNCIL MEETING
STANDISH, MAINE
TUESDAY, MAY 25, 2004 - MUNICIPAL CENTER
IMMEDIATELY FOLLOWING THE 7:00 PM WORKSHOP
The meeting was called to order by Chairman Simpson at 10:00 PM. All Councilors were present
There was one item of business, Order 67-04 Final Approval of FY2005 Budget [Simpson]. This order was drafted in a manner to reaffirm the Council Budget to include any changes recommended by the Budget Committee that the Council would approve.
It was moved by Lymburner to amend the order to include the recommendation from the Budget Committee to reduce the retirement account by $5,095 to maintain the fund at the current level of contribution. The motion failed for lack of a second.
It was moved by Lymburner and seconded by Christy to amend the order to include the recommendation from the Budget Committee to increase the use of surplus by $535,411 to $910,411. The motion failed.
It was moved by Lymburner and seconded by Christy to amend the order to include the recommendation from the Budget Committee to reduce the overlay by $42,000 to $30,000. The motion failed.
It was moved by Lymburner and seconded by Christy to amend the order to include the recommendation from the Budget Committee to eliminate the Comprehensive Plan line item under Planning, to eliminate the Comprehensive Plan line item under revenue and to carry forward the remainder of the $35,000 approved last August for dedicated revenue for the Comprehensive Plan. Motion carried.
It was moved by Lymburner and seconded by Christy to amend the order to include the recommendation from the Budget Committee to increase the Planning Contractual account by $20,000 to be applied towards a public beach project. The motion failed.
Following Public and Council comments on the amended Order 67-04, the motion carried on a vote of 6-1, Lymburner opposed.
Following an opportunity for general Public Comment, the meeting adjourned at 10:55 PM.
