Open Meeting

           a.        Call to order by Chairman Jeff Cutler at 6:02pm

           b.        Opening Statement from Board of Appeals Chairman Jeff Cutler

           c.        Declaration of a Quorum (5)

 

Present were Lester Ordway, Mike Blanck, Terry Christy, Maria Smith, Code Enforcement Officer James Paul and Jackie Dyer, admin. to the Board of Appeals. Mr. Cutler welcomed new Board of Appeals members Maria Smith and Lester Ordway. Mr. Cutler said that the Board needed some sort of training and they would decide on a later date. Mr. Cutler asked if anyone on the Board have a conflict of interest with the applicant, Pine Tree Estates, and all Board members said they did not.

 

Approval of Meeting Minutes for June 24, 2020 and July 20, 2020

 

Mr. Christy made a motion seconded by Mr. Blanck to accept the meeting minutes as written. All in favor with Mr. Ordway abstaining.

 

New Business:

 

  • Special Exception Application for Pine Tree Estates Manufactured Housing Park Expansion located at 580 Ossipee Trail West.       Map 5, Lots 32,33,37
    • Map 6, Lots 15, 18 B
  • Pine Tree Estates is seeking to add approximately 139 new homes with an equal mix of active adult, age restricted and standard single-family homes.

 

Jason Vafiades from Atlantic Resource Consultants was present to represent the applicant, RHP Properties, that owns Pine Tree Estates. He said at this time that they were requesting to table the application to another date and time. He said that they thought they were going to get a large turn out of people and they would also like to offer a virtual link so that anyone can participate. Mr. Cutler asked if they were looking for any particular date and Mr. Vafiades said it was up to the Board to decide. Mr. Ordway made a motion to table the meeting, and this was seconded by Mr. Blank. All in favor.

 

Mr. Cutler asked the Board what they would like to do. He said he will not be available for the May meeting and would like to see this application come back in June. He said he would also like to seek a training before the meeting if possible. Mr. Christy said that he would like to leave it up to Mr. Cutler to throw out a date and Mr. Cutler suggested June 28, 2021. Mr. Blanck made a motion seconded by Mr. Christy to set June 28, 2021 as the date for Pine Tree Estates next meeting before the Zoning Board of Appeals. All in favor.

 

Mr. Cutler said that we have another application to take up in May and would May 17th work? Mrs. Dyer told him that she had reached out to the applicant but had not heard back from her. She said when she does, she will let the Board know. Mr. Cutler said that we would work with outside council to provide a Board of Appeals workshop and asked the Board to throw out some dates when they are available. This would be held sometime in June. A motion was made by Mr. Christy and seconded by Mr. Blanck to schedule a workshop and training for the Board. All in favor.

 

Mr. Cutler said that maybe the first two weeks in June? Mrs. Dyer said the first Monday of the month is Planning Board and should we let Sally Daggett, or an associate decide? Mr. Ordway said that the first two weeks of June are very busy for him in Augusta and anything after that would be okay with him. Mrs. Smith said that Tuesdays and Wednesdays are not good for her as she works both evenings. Mrs. Dyer said we might be able to do something earlier in the day if they are available. Mr. Cutler said he would talk to the Attorney and see if June 14th or June 17th are available.

 

Mr. Blanck made a motion seconded by Mr. Ordway to adjourn. All in favor @ 6:20pm.
