  1. Call to order

 

The meeting of the Standish Planning Board was called to order by Vice Chairman Deb Boxer at 6:00pm. Present were Cheryl Kimball, Jolene Whittemore, Phil Pomerleau, Frank Nappi, Zach Mosher-Town Planner and Jackie Dyer-Admin.to the Planner and Planning Board. Absent was Charlie Brown.

Approval of Meeting Minutes from September 14, 2020

 

Mrs. Kimball made a motion to approve the meeting minutes as written, seconded by Mr. Nappi. All in favor.

 

Approval of Finding of Fact:

  • Richard Ohlsten,19 Smooth Ledge, Map 43, Lot 67-Shoreland Zoning Application to construct a new single-family residence and outbuilding

 

Mr. Pomerleau made a motion seconded by Mrs. Kimball to waive the reading. All in favor. Mr. Pomerleau made a motion seconded by Mrs. Kimball to approve the Finding of Fact. All in favor.

 

  • Town of Standish-Standish Memorial Park, Rt.25/Diamond Lane, Map 5, Lot 23-Site Plan for expansion

 

Mr. Pomerleau made a motion seconded by Mrs. Kimball to approve the Finding of Fact. All in favor.

 

 

Mrs. Kimball made a motion seconded by Mrs. Whittemore to approve the Finding of Fact. All in favor.

 

New Business:

 

  • Grondin Aggregates, LLC, Middle Road-Map 9, Lots 15 and 28-Site Plan Application for gravel pit expansion to already approved and working gravel pit, Blasting will be part of the proposed expansion. No Blasting Proposed.

 

Steve Blais from Blais Civil Engineering was present to represent the applicant as well as Larry Grondin, CEO of Grondin Aggregates. Mr. Blais said they had already had a workshop with the Planning Board earlier on this application and they would not be seeking a blasting permit. Steve said Mr. Grondin had given an overview of the pit at the workshop. He said this pit was allowed in 2001 and they connected to Rt.113 from the Middle Road. Steve said this pit has been done in five phases with Mr. Grondin buying more land.

 

Steve said they are expanding Phase Four into the recently purchased property. Mr. Grondin made a line agreement with the abutter. All the original approval of the gravel pit will stay the same. He said they have gone through all the applicable standards and they have added those to the new plan, including hours of operation, the surety bond, etc.

 

Mrs. Boxer asked about the reclamation conditions as per the Maine Legislature. In summary: this said that after reclamation that trees and coverings need to be planted and the land needs to be left as it was before the pit took over and started excavating. Both Mr. Blais and Mr. Grondin said they had never heard of this but would check into it. Mr. Blais said they usually see ground covers around pits that have been reclaimed. He said they work on pits and quarries all over the State. Deb said that this is Title 38 of the State statute for gravel pits. Mr. Blais said they were not planning on planting trees and shrubs as land usually goes back to its original state anyways. He said they reseed with meadow mix and have never planted trees. Both he and Mr. Grondin agreed that it would be very expensive to plant trees.

 

Mr. Grondin said that typically that long projects like this are given a growth of natural grasses and the land will reforest itself. He said that this project would be very expensive if they were made to plant new trees as the other trees around will reseed themselves. He said their major intent is to prevent erosion and sedimentation, and never, has DEP upon reclamation, told them they need to replant any trees where the pit was after they have done the reclamation. He said if they needed to plant a handful, but never 30 or 40 acres. He said the State is 93% wooded because of the reseeding of the trees themselves. Mrs. Boxer said that the statute was there but looked like it has never been enforced.

 

Laurie Harmon from Middle Road asked about blasting and Mrs. Boxer said this would be a separate meeting. Laurie said their grandson lives with them and he is autistic. She said they have had a lot of trucks up and down their road. Mr. Blais said that they have no plans of blasting and a permit only lasts one year. He said that if they do end up blasting, it would be many years down the road. Mr. Blais said that the trucks on Middle Road are not Grondin trucks as they enter from their pit entrance on Rt.113.

 

Mr. Blais read the State statute aloud. He said that they had never heard of or seen this. He said throughout the State, it is all seeded and he believes that the statute should have said “or.” Mrs. Boxer said she would like to do a site walk and this was scheduled for Tuesday, October 13, 2020 at 5:00pm. Everyone will meet at the Outpost on Rt.113, which is across the road from the gravel pit.

 

  • Town of Standish,150 Moody Road, Map 14, Lot 4 (Dept. Of Public Works) Site Plan Application for a new sand shed

 

Roger Mosley, Public Works Director, was present to represent the Town of Standish. He said they are proposing to build a bigger sand shed on the property in the same area where the existing sand shed is now. Roger said there are some wooded buffers that they are required to keep and an asphalt pad that they have been storing the sand on. He said they would like to construct a 90’x120’ metal building and store the sand inside. Roger said the volume of sand will not change nor the amount of trucks coming and going. This would enable them to keep all the sand under cover and keep it dry.

 

Mr. Pomerleau said that he felt this was a great idea. He said years ago, they had tarps they used to cover the sand with. He said that just unloading and loading, this would be a huge advantage for them as they operate in all kinds of weather. Roger said they estimate they will save more than a thousand yards of sand as they can keep it dry. Roger said there will be electrical for lights and some fans keeping the condensation away. They will have interior lights. Roger said this building will be for the use of Public Works and their private contractors only.

 

Roger said the contractors bringing in the sand will be dumping there, and it will be gated from Moody Road. Mr. Pomerleau said this is an already working site with no change. Mr. Mosley said this is a win-win all the way around with keeping things dry and not getting contaminated. Mrs. Boxer asked if they needed to waive Item C on the site plan review standards. The meeting of the Standish Planning Board was called to order by Vice Chairman Deb Boxer at 6:00pm. Present were Cheryl Kimball, Jolene Whittemore, Phil Pomerleau, Frank Nappi, Zach Mosher-Town Planner and Jackie Dyer-Admin.to the Planner and Planning Board. Absent was Charlie Brown.

Approval of Meeting Minutes from September 14, 2020

 

Mrs. Kimball made a motion to approve the meeting minutes as written, seconded by Mr. Nappi. All in favor.

 

Approval of Finding of Fact:

  • Richard Ohlsten,19 Smooth Ledge, Map 43, Lot 67-Shoreland Zoning Application to construct a new single-family residence and outbuilding

 

Mr. Pomerleau made a motion seconded by Mrs. Kimball to waive the reading. All in favor. Mr. Pomerleau made a motion seconded by Mrs. Kimball to approve the Finding of Fact. All in favor.

  • Grondin Aggregates, LLC, Middle Road-Map 9, Lots 15 and 28-Site Plan Application for gravel pit expansion to already approved and working gravel pit, Blasting will be part of the proposed expansion. No Blasting Proposed.

 

Steve Blais from Blais Civil Engineering was present to represent the applicant as well as Larry Grondin, CEO of Grondin Aggregates. Mr. Blais said they had already had a workshop with the Planning Board earlier on this application and they would not be seeking a blasting permit. Steve said Mr. Grondin had given an overview of the pit at the workshop. He said this pit was allowed in 2001 and they connected to Rt.113 from the Middle Road. Steve said this pit has been done in five phases with Mr. Grondin buying more land.

 

Steve said they are expanding Phase Four into the recently purchased property. Mr. Grondin made a line agreement with the abutter. All the original approval of the gravel pit will stay the same. He said they have gone through all the applicable standards and they have added those to the new plan, including hours of operation, the surety bond, etc.

 

Mrs. Boxer asked about the reclamation conditions as per the Maine Legislature. In summary: this said that after reclamation that trees and coverings need to be planted and the land needs to be left as it was before the pit took over and started excavating. Both Mr. Blais and Mr. Grondin said they had never heard of this but would check into it. Mr. Blais said they usually see ground covers around pits that have been reclaimed. He said they work on pits and quarries all over the State. Deb said that this is Title 38 of the State statute for gravel pits. Mr. Blais said they were not planning on planting trees and shrubs as land usually goes back to its original state anyways. He said they reseed with meadow mix and have never planted trees. Both he and Mr. Grondin agreed that it would be very expensive to plant trees.

 

Mr. Grondin said that typically that long projects like this are given a growth of natural grasses and the land will reforest itself. He said that this project would be very expensive if they were made to plant new trees as the other trees around will reseed themselves. He said their major intent is to prevent erosion and sedimentation, and never, has DEP upon reclamation, told them they need to replant any trees where the pit was after they have done the reclamation. He said if they needed to plant a handful, but never 30 or 40 acres. He said the State is 93% wooded because of the reseeding of the trees themselves. Mrs. Boxer said that the statute was there but looked like it has never been enforced.

 

Laurie Harmon from Middle Road asked about blasting and Mrs. Boxer said this would be a separate meeting. Laurie said their grandson lives with them and he is autistic. She said they have had a lot of trucks up and down their road. Mr. Blais said that they have no plans of blasting and a permit only lasts one year. He said that if they do end up blasting, it would be many years down the road. Mr. Blais said that the trucks on Middle Road are not Grondin trucks as they enter from their pit entrance on Rt.113.

  • Town of Standish,150 Moody Road, Map 14, Lot 4 (Dept. Of Public Works) Site Plan Application for a new sand shed

 

Roger Mosley, Public Works Director, was present to represent the Town of Standish. He said they are proposing to build a bigger sand shed on the property in the same area where the existing sand shed is now. Roger said there are some wooded buffers that they are required to keep and an asphalt pad that they have been storing the sand on. He said they would like to construct a 90’x120’ metal building and store the sand inside. Roger said the volume of sand will not change nor the amount of trucks coming and going. This would enable them to keep all the sand under cover and keep it dry.

 

Mr. Pomerleau said that he felt this was a great idea. He said years ago, they had tarps they used to cover the sand with. He said that just unloading and loading, this would be a huge advantage for them as they operate in all kinds of weather. Roger said they estimate they will save more than a thousand yards of sand as they can keep it dry. Roger said there will be electrical for lights and some fans keeping the condensation away. They will have interior lights. Roger said this building will be for the use of Public Works and their private contractors only.

 

Roger said the contractors bringing in the sand will be dumping there, and it will be gated from Moody Road. Mr. Pomerleau said this is an already working site with no change.   1. Call to order

 

The meeting of the Standish Planning Board was called to order by Vice Chairman Deb Boxer at 6:00pm. Present were Cheryl Kimball, Jolene Whittemore, Phil Pomerleau, Frank Nappi, Zach Mosher-Town Planner and Jackie Dyer-Admin.to the Planner and Planning Board. Absent was Charlie Brown.

Approval of Meeting Minutes from September 14, 2020

 

Mrs. Kimball made a motion to approve the meeting minutes as written, seconded by Mr. Nappi. All in favor.

 

Approval of Finding of Fact:

  • Richard Ohlsten,19 Smooth Ledge, Map 43, Lot 67-Shoreland Zoning Application to construct a new single-family residence and outbuilding

 

Mr. Pomerleau made a motion seconded by Mrs. Kimball to waive the reading. All in favor. Mr. Pomerleau made a motion seconded by Mrs. Kimball to approve the Finding of Fact. All in favor.

 

  • Town of Standish-Standish Memorial Park, Rt.25/Diamond Lane, Map 5, Lot 23-Site Plan for expansion

 

Mr. Pomerleau made a motion seconded by Mrs. Kimball to approve the Finding of Fact. All in favor.

 

 

Mrs. Kimball made a motion seconded by Mrs. Whittemore to approve the Finding of Fact. All in favor.

 

New Business:

 

  • Grondin Aggregates, LLC, Middle Road-Map 9, Lots 15 and 28-Site Plan Application for gravel pit expansion to already approved and working gravel pit, Blasting will be part of the proposed expansion. No Blasting Proposed.

 

Steve Blais from Blais Civil Engineering was present to represent the applicant as well as Larry Grondin, CEO of Grondin Aggregates. Mr. Blais said they had already had a workshop with the Planning Board earlier on this application and they would not be seeking a blasting permit. Steve said Mr. Grondin had given an overview of the pit at the workshop. He said this pit was allowed in 2001 and they connected to Rt.113 from the Middle Road. Steve said this pit has been done in five phases with Mr. Grondin buying more land.

 

Steve said they are expanding Phase Four into the recently purchased property. Mr. Grondin made a line agreement with the abutter. All the original approval of the gravel pit will stay the same. He said they have gone through all the applicable standards and they have added those to the new plan, including hours of operation, the surety bond, etc.

 

Mrs. Boxer asked about the reclamation conditions as per the Maine Legislature. In summary: this said that after reclamation that trees and coverings need to be planted and the land needs to be left as it was before the pit took over and started excavating. Both Mr. Blais and Mr. Grondin said they had never heard of this but would check into it. Mr. Blais said they usually see ground covers around pits that have been reclaimed. He said they work on pits and quarries all over the State. Deb said that this is Title 38 of the State statute for gravel pits. Mr. Blais said they were not planning on planting trees and shrubs as land usually goes back to its original state anyways. He said they reseed with meadow mix and have never planted trees. Both he and Mr. Grondin agreed that it would be very expensive to plant trees.

 

Mr. Grondin said that typically that long projects like this are given a growth of natural grasses and the land will reforest itself. He said that this project would be very expensive if they were made to plant new trees as the other trees around will reseed themselves. He said their major intent is to prevent erosion and sedimentation, and never, has DEP upon reclamation, told them they need to replant any trees where the pit was after they have done the reclamation. He said if they needed to plant a handful, but never 30 or 40 acres. He said the State is 93% wooded because of the reseeding of the trees themselves. Mrs. Boxer said that the statute was there but looked like it has never been enforced.

 

Laurie Harmon from Middle Road asked about blasting and Mrs. Boxer said this would be a separate meeting. Laurie said their grandson lives with them and he is autistic. She said they have had a lot of trucks up and down their road. Mr. Blais said that they have no plans of blasting and a permit only lasts one year. He said that if they do end up blasting, it would be many years down the road. Mr. Blais said that the trucks on Middle Road are not Grondin trucks as they enter from their pit entrance on Rt.113.

 

Mr. Blais read the State statute aloud. He said that they had never heard of or seen this. He said throughout the State, it is all seeded and he believes that the statute should have said “or.” Mrs. Boxer said she would like to do a site walk and this was scheduled for Tuesday, October 13, 2020 at 5:00pm. Everyone will meet at the Outpost on Rt.113, which is across the road from the gravel pit.

 

  • Town of Standish,150 Moody Road, Map 14, Lot 4 (Dept. Of Public Works) Site Plan Application for a new sand shed

 

Roger Mosley, Public Works Director, was present to represent the Town of Standish. He said they are proposing to build a bigger sand shed on the property in the same area where the existing sand shed is now. Roger said there are some wooded buffers that they are required to keep and an asphalt pad that they have been storing the sand on. He said they would like to construct a 90’x120’ metal building and store the sand inside. Roger said the volume of sand will not change nor the amount of trucks coming and going. This would enable them to keep all the sand under cover and keep it dry.

 

Mr. Pomerleau said that he felt this was a great idea. He said years ago, they had tarps they used to cover the sand with. He said that just unloading and loading, this would be a huge advantage for them as they operate in all kinds of weather. Roger said they estimate they will save more than a thousand yards of sand as they can keep it dry. Roger said there will be electrical for lights and some fans keeping the condensation away. They will have interior lights. Roger said this building will be for the use of Public Works and their private contractors only.

 

Roger said the contractors bringing in the sand will be dumping there, and it will be gated from Moody Road. Mr. Pomerleau said this is an already working site with no change. Mr. Mosley said this is a win-win all the way around with keeping things dry and not getting contaminated. Mrs. Boxer asked if they needed to waive Item C on the site plan review standards. Mr. Mosher said they are asking for that. Mr. Nappi made the motion seconded by Mrs. Kimball. All were in favor.

 

Mr. Mosher said they would need a motion for completeness. Mr. Mosher read the motion from the memo. Mrs. Kimball made the motion to find the application complete and this was seconded by Mrs. Boxer. All in favor. Mrs. Boxer read from the memo about granting approval of the application and the Conditions of Approval. A motion was made by Mrs. Whittemore seconded by Mrs. Kimball to approve the application. All in favor.
