Meeting Minutes

October 05, 2015

 

The meeting was called to order by Chairman Carol Billington at 7:20pm. Mrs. Billington said the meeting had started late because of a medical issue and waiting for a Board member to arrive. Present were Adam Higgins, Brian Libby, Amanda Martin, Bud Benson, Town Planner and Jackie Dyer, Secretary to the Planning Board. Absent were Cindy Beckwith, Alta Harding and Mike Willette.

The first item on the agenda was the approval of the meeting minutes. Mr. Libby made a motion seconded by Mr. Higgins to approve the minutes as written. All in favor.

Approval of Finding of Fact:

Maietta Gravel Pit, Richville Road, Map 16, Lots 11 & 12- 5 year gravel pit renewal

 

Mr. Libby made a motion seconded by Mr. Higgins to waive the reading. All in favor. Mr. Libby made the motion seconded by Mr. Higgins to approve the Finding of Fact. All in favor.

Mr. Billington said the Findings of Fact are done from what we have previously approved and are able to be seen at the Town Hall.

 

Clifford Strumph, 129 Ossipee Trail West, Map 17, Lot 10- Site Plan Application

 

Mr. Libby made a motion seconded by Mr. Higgins to waive the reading. All in favor. Mr. Libby made a motion seconded by Mr. Higgins to approve the Finding of Fact. All in favor.

 

Old Business:

 

Acres of Wildlife, Pequawket Trail, Map 11, Lots 1-4 Site Plan Review

 

The applicant has asked for this to be tabled to the November meeting. This application was also table last month. Mr. Higgins made a motion seconded by Mrs. Martin to table the application. All in favor.

 

Steven and Jay, Inc., 11 School Street, Map 15, Lot 53-5 year gravel pit renewal

 

Steve Bushey was present to represent the applicant. He said that Mr. White sent his regrets as he was unable to be here tonight. Mrs. Billington said a site walk was done last month and all members were present. He said that he felt the site walk went well and that there were no real problems, so they here seeking the approval of the Board for renewal. He said the proper things were in place like the loam piles and vegetation that had been done.

 

Mr. Benson said that they have seen this already and everything he has seen look pretty good and he sees no issues. Mrs. Billington said she is amazed and how pretty the location is and how lucky the Town is to have it where it is.

 

Mrs. Martin asked if they do go in and start any excavation, will that disturb the informal trail there that has already been formed. Mr. Bushey said that he feel that kids have made that trail and it should be fine. He said the activity on the North side and the East side should be fine. He said the banks that are there will remain in place along with the vegetation that are already there.

 

Mrs. Billington asked for a motion to find the application complete. A motion was made by Mr. Libby and seconded by Mr. Higgins. All in favor. Mr. Libby said he didn’t feel they needed to go through the standards for the approval, and he felt this application made all the standards. Mr. Bushey asked if there were any other hearings needed and Mrs. Billington said the meeting is basically a public hearing. Mr. Benson said the Board does open it to the public, but there is no one present to speak.

 

Mr. Libby made the motion to approve the application with the following conditions of approval:

 

1. Approve reclamation bond amount of $55, 417.00 and require continued surety bond for that amount running for annual permit period from July 1, 2015 to June 29, 2020.

 

2. No blasting permitted with separate Planning Board approval.

 

3. This approval is dependent upon and limited to, the proposals and plans contained in the application and supporting documents submitted and affirmed by the applicant (either orally or in writing) and that any variation from the plans, proposals and supporting documents are subject to review and approval by the Planning Board.

 

Mr. Higgins seconded the motion to approve. All in favor.

 

 

Public Hearing:

 

Amendment to Standish Town Code, Chapter 181, Land Use Ordinance: Article III, District Regulations regarding overhead doors and Article IV, general standards, regarding pedestrian ways

 

Mrs. Billington said that this amendment had already had its first reading and will have its second next week. This is located in the Town Gateway. She said what this will to is allow existing buildings

to have front garage doors. She said this was brought about by an application before the Board to operate as an auto repair garage in an already existing building. She said this would allow front overhead doors to be in the front of the building. She said this would also help anyone else that has an existing building and wants to put overhead doors on the front.

 

Mr. Benson said that he was wrong and has a correction. He said there has already been an introduction of this amendment and then the Council would have the first reading at their October meeting and then another reading in November. Mr. Libby said this was a very practical amendment and seems like the right thing to do.

 

Mrs. Billington said if anyone has anything about this they would like to say, then they should come to the Council meeting on October 13, 2015. Mr. Libby made a motion seconded by Mr. Higgins to adjourn. All in favor.
