The meeting was called to order by Chairman Carol Billington. Present were Amanda Martin, Brian Libby, Cindy Beckwith, and Bud Benson, Town Planner. Absent were Mike Willette, Alta Harding, Adam Higgins and Jackie Dyer, Secretary to the Planning Board.

The first item on the agenda was the approval of the meeting minutes from the February 01, 2016 meeting. Mrs. Martin made a motion seconded by Mr. Libby to approve the minutes from the February meeting. All in favor.

Approval of Finding of Fact:

 

St. Josephs College, 278 White’s Bridge Road, Map 20, Lot 7, 7B, 8, 9, - Site Plan Application- Proposed Westerlea Way Athletic Complex

 

Shaw Earthworks, P. O. Box 314, Gorham,  Map 5, Lot 70 (333 Peq.Trail)     Boyington    Pit-5 year gravel pit renewal

 

 

Mr. Libby made a motion seconded by Mrs. Beckwith to approve both Findings of Fact. Mrs. Billington said these are always available at the Town Hall. Mr. Libby amended the motion that the Finding of Fact for Shaw Earthwork’s should state them as the applicant and the owner. Mrs. Billington agreed. All in favor.

 

New Business:

 

Karen Webber, 4 Diamond Lane, Map 71, Lot 26- Amendment to Shadow Lawn Subdivision,   Lot 26

 

Mr. Benson gave a brief over view of this application. He said that BH2M had done all of the site plans for this .He said he has outlined all within the plan they need to make this amendment for. He said the Webber’s have owned this property for many years, and it abuts where they have been using some of it for parking. He said that Verne Blake had sold some property to the Town and also some others had bought pieces.

 

He said the Town is hoping to see a site plan soon for this property and what the Town will be able to use their piece for. Mrs. Billington said this seems pretty straight forward. Mr. Benson said there is an existing garage on the Webber’s lot. He said a previous Town Manager had said there would be no problem with the garage being too close to the line. The new line would be in everyone’s benefit.

 

Mr. Libby made a motion seconded by Mrs. Beckwith to find the application complete. All in favor.

 

Mrs. Billington said that there is no public for any input. The following are the Conditions of Approval:

 

1) The property shown on this plan may be developed and used only as depicted on this approved plan. This approval is dependent upon, and limited to, the proposals and plans contained in the application and supporting documents submitted and affirmed by the applicant (either orally or in writing). Any variation from the plans, proposals and supporting documents is subject to review and approval by the Planning Board, except for minor changes which the Code Enforcement Officer may approve.

 

2) All driveway entrances shall be as approved through a street opening permit issued by the Standish Public Works Department.

 

3) Septic system must meet applicable local and state standards. The actual location must be reviewed and approved by the Code Enforcement Officer with supporting documentation provided by a Maine licensed site evaluator.

 

Mr. Libby made a motion to approve the application and this was seconded by Mrs. Beckwith. All in favor.

 

Mr. Benson said that he is still working with the Ordinance Committee on some things and invites anyone who would like to join them, please feel free to. Mrs. Billington asked Mr. Benson about the Acres of Wildlife application for next month. He said the Committee is working on things that pertain to the application, as this is just not a campground anymore. They now have some structures there and they are considered as dwelling units. He has talked to Gordie about this and they are trying to move forward with this and help them come into compliance. Mrs. Billington said she was so impressed with them and the family has owned this campground for years.
