Approval of Meeting Minutes from September 13,2021

Mr. Struebing made a motion seconded by Mr. Walton to accept the minutes as written. All in favor with Mrs. Boxer abstaining.

Approval of Finding of Fact:

  • James Tompson, DBA JNT Properties, 2 Ossipee Trl East, Map 36, Lot 28- Site Plan Application for a two-family apartment building

Mr. Struebing made a motion seconded by Mrs. Whittemore to accept the Finding of Fact as written. All in favor.

  • Brian Fitzpatrick 30 Binford Road, Map 49, Lot 44 – approval for a Shoreland Zoning application that was approved in 2019

Mr. Struebing made a motion seconded by Mr. Walton to accept the Finding of Fact as written. All in favor.

New Business:

  • Woods Aggregates, LLC, Middle Road, Map 24, Lot 9-Gravel Pit Application

Chris Woods from Woods Aggregates, LLC. was present to represent himself as well as Peter Dalfonso from Dalfonso Engineering. Chris gave a brief description of the proposed gravel pit, which is located off from Middle Road. He said they would like to do the project in phases and reclaim each phase before they move onto the next one. Chris said the land entails 126 acres, the pit would only occupy approximately 75 acres, as the remaining acres are wetlands and have buffers and set back requirements. He said the site consist of loam, gravel, sand and some stumps and grubbing’s. He said they would like to store some materials on site and also do crushing of materials as well. They will process materials to be hauled offsite to construction sites.

Mrs. Boxer asked about how many trips they would be making per day as they would be coming out from the pit from Middle Road onto Oak Hill Road. Mr. Dalponso said they have five or six trucks, and these would be making 3 to 4 trips per day each. Mrs. Boxer said that is a concern as there is a lot of added traffic on Oak Hill Road and with the addition of the new subdivision, Highlands, there will be even more.

Mr. Dalponso said that the pit would be gated with a knox box for emergency entrance if needed. They would be maintaining the section of Middle Road from Oak Hill Road into the pit. They will also be doing some road upgrades with a 60 foot long, 22 feet wide paved section of the road.

Mr. Brown asked if anyone from the Board would like to do a site walk. Mr. Walton said he would like to, and other Board members agreed. A site walk was scheduled for Monday, October 18, 2021, beginning at 4:00pm. A motion was made by Mr. Struebing and seconded by Mrs. Boxer to table this application until the November 01,2021 meeting. All in favor.

  • Geoff Hight, 10 Rocky Shore Avenue, Map 48, Lot 28-Shoreland Zoning Application to demolish existing home and build a new single-family home

Mr. Hastings said that the applicant is asking that this be tabled to the November meeting as some changes are being made and will be submitted. Mrs. Whittemore made a motion seconded by Mr. Struebing to table this application. All in favor.

  • Damien Cummings-Richville Road, Map 13, Lot 81-Subdivision Application (2 lots)

Mr. Hastings said there is more information required for this application and is asking this to be tabled to the November 01, 2021 meeting. Mr. Struebing made a motion seconded by Mrs. Boxer to table this application. All in favor.

Public Hearing:

  • TITLE:   AMENDMENTS TO STANDISH TOWN CODE, CHAPTER 181, LAND USE, HOUSEKEEPING

Mr. Hastings said that this is just a formality, and some items were being reworded and some were being struck out. He said this had to come to the Planning Board before it can be introduced by the Town Council.

Mrs. Boxer made a motion to adjourn seconded by Mr. Struebing. All in favor.
